Dan Tarullo is a financial regulation guru and less a monetary policy expert. He took this as an advantage as he had no preconceived notions about old school central banking tools. His full paper is quite heavy but still less academic than other works by Fed Governors. Worth the time if you have a spare 30 minutes.
