The internal dynamic of the Korean Peninsula compels Pyongyang to continue to threaten war and perfect its weapons of mass destruction.

North Korea’s escalations of nuclear threats are pushing the world toward a uniquely terrifying geo-political brink. Fletcher Professor Lee proposes a powerful strategy for forcing Kim Jong-un to back down. His proposal would be more transpartisan if delivered orally first to China (giving them a chance to respond) and then to Kim. If possible, Dennis Rodman should be anointed to deliver it personally to Kim, with nothing in writing. Maximizing the effect of this advance notice would require a) including precise details about how it would be implemented (including names and timetable) and b) absolute adherence to the actions and timetables set forth in the notice. It should also include thoughts on alternative paths for Kim to back down, perhaps including positive benefits to him from doing so.
