Never. The primaries weren't fixed. The nomination, on the other hand, was really never in question. Political parties have almost unlimited authority to determine how their nominees are selected. Democrats use super delegates to weight the process massively toward their party anointed. Republicans front-load the primaries and limit caucus impact. Neither is illegal. As for the primaries themselves, they are held by the states and run by state election officials. They are no more subject to being "fixed" than general elections. If you think general elections are also fixed, I have a tin-foil, tricorn hat for you to wear.
