Press Release — New Report Advises Security Council to Prosecute North Korea in the ICC

NEW YORK — Human Rights Foundation (HRF) welcomes a new report on accountability in the Democratic Republic of North Korea (DPRK), which was released by a group of independent experts (GIE) and the United Nations High Commissioner on Human Rights on February 13.

Human Rights Foundation (HRF) welcomes a new report on accountability in the Democratic Republic of North Korea (DPRK), which was released by a group of independent experts (GIE) and the United Nations High Commissioner on Human Rights on February 13. The report concludes that the UN Security Council (UNSC) should refer Kim Jong-un’s regime to the International Criminal Court (ICC).

“The UN’s accountability report is a very small but meaningful step toward bringing justice to the millions of victims that have suffered in the totalitarian hermit kingdom imposed by the Kim dynasty over the Northern part of the Korean peninsula,” said HRF president Thor Halvorssen. “We urge the Security Council to consider the millions of innocent people that will continue to suffer under North Korea’s communist rulers, and take action by referring Kim Jong-un and his subordinates to the ICC.”

The GIE report is a follow-up report to the 2014 UN Commission of Inquiry’s report that found that the North Korean regime has committed and continues to commit crimes against humanity by enforcing policies that cause gross and widespread human rights violations. This new report offers practical steps for UNSC to seek accountability and justice for the victims of human rights violations in the DPRK.

“The ICC provides an important avenue to hold accountable those most responsible for gross human rights violations,” the report states. “The unique context in the DPRK requires the international community to enhance efforts laying the ground for future criminal trials.”
