@soxfan2017, I agree that we need to change something, but tax incentives have not always been successful. John Oliver did a piece about tax incentives for businesses in Kentucky, and it backfired horribly. Maybe in other parts of the country it could work, but I am quite skeptical after watching that episode.

Though I do not think that only giving tax reductions to the wealthy is the answer, changes to local and state taxes should be modified to encourage companies and wealthy individuals to actually create jobs. With proper rules and regulations, giving individuals and companies tax incentives for creating jobs could be a step in the right direction.
